announces a toll of ten pesos to cross a bridge, and Zorro
interferes with its collection. The city fathers meet to
discuss this new outrage, and Monastario breaks up the
meeting by arresting Don Alejandro (Zorro's father) for
"endangering the security of the State." A gallows is set
up to execute Don Alejandro, so Zorro and Bernardo have to
act quickly. They spring Don Alejandro from the jail, then
capture Captain Monastario and let him spend the night tied
up, standing on the gallows with his head in the noose. The

posters announcing a new tax, on the authority of Captain
Monastario. Don Alejandro asks his son Diego to go with him
and the City Council to confront the Captain, but Diego
says he has thought of a new melody he must stay and play
on his guitar. The confrontation happens on the street, and
Monastario refuses to listen to the Council members. Zorro
is watching from a rooftop, and when a fish hits the
Captain in the face, Zorro snatches the Captain's gun with
his bullwhip. Next a tomato hits Sergeant Garcia, and the
chase is on. Zorro gets away handily, and the Captain ends
up stuck full of cactus needles. Returning home, Don
Alejandro finds his son still playing his guitar, and

Summary: In Frankfurt, Germany, a violinist and secret
agent Carol Varna is killed while under surveillance by
secret agents of
the European Community. They don't see who killed Varna,
but they recover a pornographic video from the body. The
video is titled "Black Fantasm," and it includes a coded
message telling about a secret document concerning
President M'Bao of Luana, a country in Africa on the Gulf
of Guinea. The freighter Moéna is in port in Okoumé.
Captain Condor returns to his ship late and drunk, and is
followed aboard by Eva, a German former passenger who
borrows a shirt from him and leaves. She is being followed
by two policemen who find her shirt in Condor's cabin and
arrest him. While he is being taken to a cell he sees his
old acquaintance Commander Charles in a hallway. Charles is
now called Mr. Moulin. He has been talking with an African
government official, and he says he's never seen Condor
before. Condor's cellmate is a Spaniard named Francisco,
who is in for the killing of two American journalists.
Moulin visits the Moéna, and tells Yango, the Chinese cook,
that he'll get Condor out and back to the ship in a few
days. Back in the cell, Francisco breaks three teeth from
Condor's comb in a coded pattern, then escapes along with
Condor in the opportunity Moulin provides. As the price of
his continued liberty Condor is given the Black Fantasm
video, and a mission to find out who's behind it. A German
terrorist
organization called Rosa Sturm is Moulin's guess. Rosa
Sturm is also a famous German pop singer, and Condor gets
dropped at an island owned by Rosa's family. The singer
hasn't left the island for two years, and apparently is
being held against her will. Condor hands over the video to
Helmut, who seems to be the boss, and asks for the sequel,
bluffing that he will be able to pay 500,000 Marks for it
that night. Condor is then locked in an old slave-holding
cell, from which ships were loaded for the slave trade. A
long-missing professor is there, wanted in Europe as the
mastermind of a 1970s German terrorist organization and now
held against his will by Helmut. The professor says Rosa
Sturm actually died two years ago of an overdose, and the
new recordings are being done by another captive of
Helmut's. Helmut overhears the professor telling this to
Condor, and kills the professor. Condor overpowers Helmut
and escapes to a yacht. There he is surprised to find Eva,
who helps him get rid of the yacht's crew and says she's a
double agent. She's working for pacifists who want to
expose President M'Bao's plans for nuclear weapons. Her
last name is Sturm, and she's Rosa Sturm's sister. They
proceed to the rendezvous point to wait for the video
document. After a night's sleep a band of Spaniards
captures Condor and Eva, and ties them to a rock where
they'll be drowned at high tide. Meanwhile Moulin is doing
research in Nigeria. Francisco, Condor's former cellmate,
recognizes Condor's broken comb just in time to save him
and Eva from drowning. Francisco seems to be a leader of
the Spanish group. He was supposed to have brought the
video to Helmut, but the police in Lagos prevented him from
getting it in the first place. Francisco gives Condor the
key to a Buick parked in Lagos, which is supposed to have
the video in it. Moulin finally sees the video in the
offices of the Nigerian police, and it shows M'Bao and a
nuclear weapons program, but it's all a fake done with
actors in South Africa. With the yacht, Condor makes it
back to the Moéna to find Moulin waiting for him. He says
the cassette was made by the two American journalists,
hoping to sell it for a large amount of money. Also that
Eva is not really Eva Sturm, but Heike Grüber of German
intelligence. She disappears, but leaves his shirt in his
cabin.
