Summary: Tintin finds a briefcase with its owner's name inside, and returns it to nearsighted, chain-smoking Professor Hector Alembick. Alembick collects seals, and the briefcase contained the text of a paper he is planning to deliver to the International Sigillographical Association. Showing Tintin his collection he points out the seal of Ottokar IV, King of Syldavia. Alembick wants to visit Syldavia, but first he needs a secretary. Meanwhile two mysterious Syldavians are spying from the flat below. Tintin goes to a Syldavian restaurant, where he is warned to mind his own business. He is reading up on the history of the little Balkan country, when a mysterious foreigner visits him, but collapses before he can say anything. Thompson and Thomson arrive at the same time and suspect Tintin of knocking the man out. The man awakens with amnesia, and Thomson and Thompson take him to the hospital. Another warning comes through his window tied to a rock, and Tintin makes a decision to become Alembick's secretary and go with him to Syldavia. The Syldavians send Tintin a bomb, but Thompson and Thomson open it. Tintin chases them on a motorcycle, but loses them. On the trip to Syldavia, Professor Alembick's vision seems to have improved dramatically, and he has quit smoking. Tintin suspects an imposter, but his beard, at least, is real. Tintin reads a short history of Syldavia and learns that to maintain his throne the king must appear with the sceptre of Ottokar IV each year on St. Vladimir's Day. The pilot then ejects him and Snowy from the plane. They land safely among peasants and are taken to the Syldavian police. Tintin warns the police that a plot is in motion, and gets rides with a stuttering peasant and an opera singer (Signora Bianca Castafiore) towards Klow, the capital city. En route he is arrested by a police chief who is part of the conspiracy. Meanwhile Alembick has been permitted into the storehouse of the king's regalia and the national archives. He arranges for a local photographer to make pictures for him. Tintin escapes from the police the next day and arrives in Klow to warn the king. Snowy steals a giant dinosaur bone from the natural history museum. Tintin is ambushed by conspirators, including both the king's aide-de-camp and Captain of the Guard, and is again arrested before he can speak to the king. Breaking free after a police van crash the next morning, Tintin is run down by the king's limousine, and the king decides to investigate his warning. Indeed, everyone in the treasure chamber is unconscious (including Alembick) and the sceptre is gone. Thomson and Thompson are brought in, and come up with a theory that is nearly right. Tintin discovers that the photographer's camera is a spring device strong enough to propel the sceptre over the river and into the woods. They find the conspirators in the woods. The conspirators find the sceptre and escape with it. After a chase and a long scramble through the mountains, Tintin recovers the sceptre at the border with Borduria. He finds documents proving that the Bordurians are part of the conspiracy and are planning to invade. Trying to return the sceptre to the king, Tintin steals a Bordurian fighter plane, which is shot down by Syldavian anti-aircraft guns. Tintin walks to the capital in time but has lost the sceptre. Snowy, though, has reluctantly left a bone behind and brought the sceptre along. The St. Vladimir's Day procession takes place, the conspiracy and the invasion are defeated, and Tintin is knighted in the Order of the Golden Pelican. It turns out that Professor Alembick had been replaced by his evil twin Alfred. Tintin, Thomson and Thompson return to Southampton by seaplane.

Summary: Papa Smurf leaves for a few days, and the rest of the Smurfs fight among themselves about who is in charge. They begin an election process, but every smurf votes for himself. Finally one smurf discovers the power of campaign promises, and gets elected. He declares himself king, appoints police, and builds a palace. Soon the concepts of forced labor and jail are introduced, along with the concept of broken campaign promises. An underground develops, and then an ever-growing rebel camp in the woods. King Smurf builds fortifications, which the rebels storm. The palace is blown up, and the smurfs are fighting hand-to-hand all over the village when Papa Smurf returns and scolds them for acting like humans. The former despot is sorry, and they all work together to put things to rights. The king's regal clothing is given to a scarecrow.
